About Waugh Agency, LLC
Waugh Agency is an employee benefits and group health insurance agency headquartered in Andover, Massachusetts. We do two things well: we design benefits programs employers can actually afford, and we keep those programs compliant as the rules keep moving.

Group Health and Compliance Specialists
We are NABIP-accredited, and licensed in multiple states. Our team handles fully insured, level-funded, and self-funded group plans, along with the account-based pieces that make them work — HRAs, HSAs, and FSAs.
Compliance is not a side service here. It’s half the job. ACA reporting, ERISA wrap documents, Section 125 plan documents, COBRA administration, and state PFML rules all carry real deadlines and real penalties. We track them so your HR lead doesn’t have to become a benefits attorney.
A quick example of what that looks like in practice: a 62-employee Boston firm crossed the ACA applicable large employer threshold mid-year and had no idea 1095-C filing had become their problem. We caught it during a routine plan review, built the reporting process, and filed on time. No penalty notice.

Our home territory is the Northeast: Greater Boston, the North and South Shores, Worcester, Cape Cod, and Western Massachusetts, plus New York City and all five boroughs, Long Island, New Jersey, Philadelphia and Pennsylvania, Connecticut, New Hampshire, and Maine.
We also serve clients in all 50 states through trusted affiliate partners. If your headquarters is in Andover and your engineering team is in Austin, we cover both.

Private Family Office Division
We operate a separate division serving high-net-worth families and their advisors. This work is quieter and more bespoke than group benefits: coordinating health coverage across multiple households and jurisdictions, structuring large permanent life policies, and working alongside existing legal, tax, and wealth management teams. Inquiries are handled discreetly and directly.
How We Get Started
A first conversation is short and free. We look at your current plan, your renewal history, your census, and where your costs are actually going. Then we tell you what we’d change and what we’d leave alone.
Sometimes the answer is that your current setup is fine and you don’t need us yet. We’ll say so.
